The Authority intends to award a multi-year contract for a base term of two (2) years, with the option to renew for one (1) additional year, subject to satisfactory performance and funding availability.<\/p>\n<p data-start=\"898\" data-end=\"986\">The selected firm(s) will provide professional services including, but not limited to:<\/p>\n<ul data-start=\"988\" data-end=\"1858\">\n<li data-start=\"988\" data-end=\"1197\">\n<p data-start=\"990\" data-end=\"1197\"><strong data-start=\"990\" data-end=\"1020\">Lead-Based Paint Services:<\/strong>\u00a0Inspections, risk assessments, sample collection, hazard identification, reporting, and clearance testing in compliance with HUD (24 CFR Part 35), EPA, and OSHA requirements.<\/p>\n<\/li>\n<li data-start=\"1198\" data-end=\"1404\">\n<p data-start=\"1200\" data-end=\"1404\"><strong data-start=\"1200\" data-end=\"1222\">Asbestos Services:<\/strong>\u00a0Surveys, inspections, bulk sampling, laboratory coordination, ACM identification, condition assessments, and survey reporting in compliance with AHERA, NESHAP, and OSHA standards.<\/p>\n<\/li>\n<li data-start=\"1405\" data-end=\"1589\">\n<p data-start=\"1407\" data-end=\"1589\"><strong data-start=\"1407\" data-end=\"1443\">Remediation &amp; Abatement Support:<\/strong>\u00a0Technical guidance for hazard removal, abatement specification development, contractor oversight, and post-remediation clearance certification.<\/p>\n<\/li>\n<li data-start=\"1590\" data-end=\"1858\">\n<p data-start=\"1592\" data-end=\"1858\"><strong data-start=\"1592\" data-end=\"1634\">Regulatory Compliance &amp; Documentation:<\/strong>\u00a0Compliance with HUD Environmental Review requirements (24 CFR Part 58), maintenance of sample chain of custody, preparation of technical reports and clearance documentation, and support for public or regulatory inquiries.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: center;\" data-start=\"1564\" data-end=\"1707\"><strong data-start=\"1564\" data-end=\"1599\">Final date to submit questions:<\/strong>\u00a010\/17\/2025, at 11:59 p.m. AST<br data-start=\"1632\" data-end=\"1635\" \/><strong data-start=\"1635\" data-end=\"1673\">Submission Deadline Date:<\/strong>\u00a010\/29\/2025, at 4:00 p.m. AST<\/p>\n","protected":false},"excerpt":{"rendered":"<p>RFQ 003-2025-STT\/STX Environmental Consulting Services Lead-Based Paint and Asbestos Testing The Virgin Islands Housing Finance Authority (VIHFA) is soliciting qualifications from experienced and certified environmental consultants to provide professional services related to\u00a0Lead-Based Paint and Asbestos Testing\u00a0in support of HUD-funded housing and community development projects.
