{"id":7865,"date":"2022-12-12T08:35:01","date_gmt":"2022-12-12T12:35:01","guid":{"rendered":"https:\/\/www.usviodr.com\/?p=7865"},"modified":"2022-12-12T08:35:01","modified_gmt":"2022-12-12T12:35:01","slug":"notice-of-availability-of-the-programmatic-environmental-assessment","status":"publish","type":"post","link":"https:\/\/www.usviodr.com\/fr\/notice-of-availability-of-the-programmatic-environmental-assessment\/","title":{"rendered":"Notice of Availability of the Programmatic Environmental Assessment"},"content":{"rendered":"<p style=\"text-align: center;\" align=\"center\"><em><strong><span style=\"font-family: 'Calibri',sans-serif;\">UPDATED<\/span><\/strong><\/em><\/p>\n<p align=\"center\">COMMENT PERIOD ENDS MONDAY, JANUARY 16, 2023<\/p>\n<p style=\"text-align: center;\" align=\"center\"><strong><span style=\"font-family: 'Calibri',sans-serif;\">PUBLIC NOTICE\u00a0<\/span><\/strong><b><br \/>\n<strong><span style=\"font-family: 'Calibri',sans-serif;\">Notice of Availability of the Programmatic Environmental Assessment for the\u00a0<\/span><\/strong><br \/>\n<strong><span style=\"font-family: 'Calibri',sans-serif;\">U.S. Virgin Islands Housing Actions\u00a0<\/span><\/strong><br \/>\n<strong><span style=\"font-family: 'Calibri',sans-serif;\">St. Croix, St. Thomas, and St. John USVI\u00a0<\/span><\/strong><br \/>\n<strong><span style=\"font-family: 'Calibri',sans-serif;\">FEMA-DR-4335\/4340-VI\u00a0<\/span><\/strong><\/b><\/p>\n<p>Notification is hereby given to the public of the intent of the Department of Homeland Security-Federal Emergency Management Agency (DHS-FEMA) to provide Federal financial assistance to the Virgin Islands Territorial Emergency Management Agency (VITEMA), as Recipient, and the Virgin Islands Housing Authority, as Subrecipient, to restructure, rebuild, and revitalize the public housing communities across the territory. On September 6, 2017, and September 19, 2017, Hurricanes Irma and Maria caused extensive damage to the US Virgin Islands (USVI). Hurricane Irma and Maria\u2019s incident period was declared a major disaster on September 7, 2017 (FEMA 4335-DR-VI) and September 20, 2017 (FEMA 4340-DR-VI), respectively. These declarations allow federal disaster assistance to be available to affected communities and certain nonprofit organizations in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974 (Stafford Act; 42 U.S.C. 5172), as amended.<\/p>\n<p>The subrecipient is considering multiple projects involving renovation, redevelopment, relocation, and\/ or demolition activities at existing housing complexes to improve the USVI\u2019s public housing communities. The need for these potential actions or types of activities is to address the shortfalls in existing conditions within public housing. The subrecipient will: renovate and reconstruct units that will have additional improvements with planned recreational opportunities such as playgrounds, parks and community centers; relocate developments to more desirable or locations less vulnerable to natural disasters; and redevelop existing complexes as smaller developments with larger apartments. The objective of the housing improvements focuses on creating a better future for individuals and the communities of the USVI.<\/p>\n<p>In accordance with the National Environmental Policy Act (NEPA), a Programmatic Environmental Assessment (PEA) has been prepared to assess the potential impacts of the proposed actions on the physical, biological, cultural, and human environments. DHS-FEMA\u2019s requirement of addressing floodplain management and wetlands protection in accordance with 44 CFR Part 9 is incorporated within the PEA. The PEA is available for public comment, and comments can be sent via email to <a href=\"mailto:FEMA-4340-Comment@fema.dhs.gov\">FEMA-4340-Comment@fema.dhs.gov<\/a>.
