{"id":8724,"date":"2023-10-19T17:29:55","date_gmt":"2023-10-19T17:29:55","guid":{"rendered":"https:\/\/www.usviodr.com\/?p=8724"},"modified":"2026-04-12T12:06:41","modified_gmt":"2026-04-12T12:06:41","slug":"hud-approves-mitigation-substantial-amendment","status":"publish","type":"post","link":"https:\/\/www.usviodr.com\/fr\/hud-approves-mitigation-substantial-amendment\/","title":{"rendered":"HUD Approves Mitigation Substantial Amendment"},"content":{"rendered":"<header class=\"entry-header ast-no-thumbnail ast-no-meta\">\n<div class=\"ast-single-post-order\">\n<p>October 19, 2023<\/p>\n<h1 class=\"entry-title\" style=\"text-align: center;\">HUD Approves Mitigation Substantial Amendment Paving Way for Approval of $145 Million to the Virgin Islands Water and Power Authority for Acquisition of VITOL Propane Facilities<\/h1>\n<h6 style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8726 aligncenter\" src=\"https:\/\/www.usviodr.com\/wp-content\/uploads\/2023\/10\/865A1500-1.jpg\" alt=\"\" width=\"369\" height=\"246\" \/><span style=\"text-align: center;\">Governor Albert Bryan Jr and VIHFA Interim Executive Director &amp; Chief Disaster Recovery Officer Dayna Clendinen <\/span><span style=\"text-align: center;\">meet with HUD officials in Washington DC, in September.<\/span><\/h6>\n<p>&nbsp;<\/p>\n<\/div>\n<\/header>\n<div class=\"entry-content clear\">\n<div class=\"wp-block-image\">\n<p>U.S. VIRGIN ISLANDS\u2014Governor Albert Bryan Jr. announced Wednesday that the United States Department of Housing and Urban Development (HUD) has approved the Virgin Islands Housing Finance Authority\u2019s Substantial Amendment, paving the way for the use of $145 million in Community Development Block Grant mitigation (CDBG-MIT) funds to the Virgin Islands Water and Power Authority (WAPA) to acquire the VITOL propane terminals at the Richmond Power Plant in St. Croix and the Randolph Harley Power Plant in St. Thomas.<\/p>\n<p>This landmark development marks a significant milestone in the Administration\u2019s ongoing efforts to enhance the Virgin Islands\u2019 energy infrastructure and improve the delivery of utility services to its residents.<\/p>\n<p>With the acquisition of the LPG assets from VITOL, WAPA will gain greater control of the fuel supply and management of fuel costs.<\/p>\n<\/div>\n<p>WAPA CEO Andrew Smith responded to the approval, \u00ab\u00a0I want to thank the Office of the Governor, the Virgin Islands Housing Finance Authority, and the 35th Legislature for their support in this milestone towards the acquisition of the VITOL propane infrastructure. I would also like to thank our federal partners for their engagement and support. I commend our team for their exceptional dedication and diligent efforts in reaching a significant phase in our strategic plan, bringing the Authority one step closer to financial stability. This acquisition is monumental for the future of energy resilience in the territory. Acquiring the propane supply infrastructure will improve fuel resiliency because it will allow WAPA to maintain access to two fuels, propane and diesel, and double the amount of fuel storage in the territory. As part of WAPA\u2019s mission of protecting our pristine environment, it will also ensure continued availability of WAPA\u2019s most modern, clean, and efficient generation, which operates on propane.\u00a0\u00bb<\/p>\n<div class=\"wp-block-image\">\n<p>Control of the propane facilities will enable WAPA to refocus efforts toward executing its strategic priorities and resiliency projects, which include the significant expansion of renewable energy integration into the grid.<\/p>\n<p>Governor Bryan underscored the importance of this achievement, stating, \u201cThere is no easy fix to a system that has been broken for 60 years. It takes commitment, diligence, political courage, and, most importantly, working together.
