The Virgin Islands Office of Disaster Recovery (ODR), a subsidiary division of the Virgin Islands Public Finance Authority, an independent instrumentality of the Government of the United States Virgin Islands, is seeking to develop and maintain a list of prequalified prime construction contractors and vendors to perform and facilitate the performance of: reconstruction, rehabilitation, demolition, and elevation or other mitigation services in connection with the administration of U.S. Department of Housing and Urban Development (\u201cHUD\u201d) and Community Development Block Grant-Disaster Recovery (\u201cCDBG-DR\u201d) Programs.<\/p>\n
Respondents must fulfill the submittal requirements of the RFQ in order to be considered. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFQ.<\/p>\n
RFQ documents will be available on the ODR website at <\/strong>https:\/\/www.usviodr.com\/procurements<\/strong><\/a> beginning on Tuesday, February 10, 2026.<\/strong><\/p>\n A virtual pre-proposal meeting will take place at 2:00 pm AST on February 17, 2026.<\/strong><\/p>\n Proposals will be accepted by email at <\/strong>procurements@usvipfa.com<\/strong>.<\/a> until Tuesday<\/strong>, March 10, 2026, no later than 12:00 pm AST.<\/strong><\/p>\n The package defines the scope of services to be performed by the selected firm.
