POSITION SUMMARY:
The Performance Management & Reporting Lead is responsible for overseeing all aspects of project performance tracking and reporting. This role is responsible for tracking and reporting on core program and project-level performance metrics, driving transparency and ensuring timely reporting to internal leadership and key stakeholders. The ideal candidate will bring strong experience in performance reporting & data analytics and be proficient in the use of the full suite of Microsoft products, particularly Excel and SharePoint systems. Proficiency in Kahua is beneficial but not essential.
ESSENTIAL FUNCTIONS:
- Performance Management:

- Develop, monitor, and analyze performance metrics and KPIs across funded projects and programs.
- Establish reporting requirements to facilitate standardized performance dashboards and reporting templates.
- Identify performance risks, trends, or underperforming areas and work with program teams to develop corrective actions.
- Project Reporting:
- Lead the preparation of weekly, monthly, quarterly, and annual project status reports for ODR senior leadership and other key stakeholders.
- Ensure reporting compliance with federal grant and disaster recovery program requirements (e.g., CDBG-DR, HMGP, FEMA PA).
- Coordinate data collection across projects and project management teams to maintain accuracy, consistency, and alignment with program goals.
- Data Systems & Tools:
- Oversee and maintain program dashboards, digital tools, and databases to support real-time reporting and performance analytics.
- Support the integration of project data with the territory’s financial and procurement systems.
- Stakeholder Engagement:
- Support the ODR with the development of briefings, board updates, and formal communications.
- Collaborate with consultant firms and agencies to gather project status updates and deliverables.
- Continuous Improvement:
- Undertake regular reviews of performance monitoring processes, data quality, and reporting feedback.
- Develop training and mentoring programs to drive an increase in the quality of data capture and frequency of reporting.

POSITION REQUIREMENTS AND QUALIFICATIONS
Education:
- Bachelor’s degree in Public Administration, Project Management, Engineering, Finance, Data Analytics, or related field
Experience:
- Minimum of 5–8 years of relevant experience in performance monitoring, government reporting, or program oversight.
- Knowledge of federally funded capital projects, disaster recovery, or public infrastructure preferred.
- Experience with project management systems, reporting software (e.g., Power BI, Smartsheet, Tableau), and Excel-based dashboards.
- Strong analytical, writing, and presentation skills.
- Familiarity with federal grant reporting requirements (FEMA, HUD, Treasury) is a plus.
