POSITION SUMMARY:

As the Project Control Manager, the successful candidate will play a pivotal role in evaluating program effectiveness of the territory’s Super Project Management Office (Super PMO), which will oversee the Rebuild USVI initiative. The manager develops and implements, assess and controls, and reviews disaster recovery projects/programs administered by recipient/sub-recipient and provide assistance in evaluating program effectiveness.  The manager also monitors, analyzes, and reports on the disaster recovery project activities to provide assistance in the completion of each assigned project.

ESSENTIAL FUNCTIONS:

  • Manage and monitor the implementation of all Public Assistance (PA) projects, FEMA Hazard Mitigation Grant projects (HMPG), and other federally funded – disaster recovery related projects for quality assurance, accuracy, and completeness.
  • Compile, analyze, and prepare reports for the PA, HMPG, CDBG-DR and other disaster recovery-related grant programs performance measures and supporting statistical
  • Compile data and prepare reports regarding the activities and operations of the Public Assistance (PA) projects, FEMA Hazard Mitigation Grant projects (HMPG), and other federally funded projects related to disaster recovery.
  • Review and ensure that sub-recipients submit required reports on time in effort to be compliant with the applicable funding sources
  • Monitor and update project database in an effort to track progress and keep the project team on task. Document and report on the project issues.
  • Assist project team in the preparation of project reports and presentations.
  • Participate in project progress reviews.
  • Assists with the development of the Integrated Master Schedule and Master Budget for assigned projects
  • Assist project team in the tracking the status of pay applications
  • Analyze project operations to ensure adherence to program objectives; document and report all discrepancies and make suggestions with proposed technical improvements
  • Coordinate with stakeholders and consultants, conduct internal meetings, and streamline the overall project, with the primary aim of keeping all Public Assistance (PA) projects, FEMA Hazard Mitigation Grant projects (HMPG), and other federally funded- disaster recovery related projects on schedule and on budget.
  • Assist the ODR Director, Executive Delivery Manager, Associate Director of Project Management in the development of policies and procedures to fulfill project objectives for design and construction.

KNOWLEDGE AND SKILLS:

  • Knowledge and understanding of laws, rules, and regulations of accounting and reporting of finances, including internal controls, in government operations.
  • Possess project management skills to include strategy, planning, setting objectives and planning to meet those objectives, implementation, monitoring and evaluation, budgeting, financial management and sustainability
  • Computer literate to include Microsoft Teams, Word, Excel, Outlook, Adobe, and general database management systems.

POSITION REQUIREMENTS AND QUALIFICATIONS:

A. Education level:

  1. Bachelor’s Degree in Social Science, Project Management, Construction Management, Business, or other related degree

B. Level of experience in related field:

    1. 5+ years of project management or related management experience
    2. Equivalent combination of education and experience
    3. Certifications and Licenses:

C. Certifications and Licenses:

  1. Project management related certifications and licenses preferred but not required.
