The Office of Disaster Recovery(ODR), within the Virgin Islands Public Finance Authority, serves as the center of coordination for the anticipated $12 – $15 billion of federal funding to support recovery efforts from the 2017 Hurricanes Irma and Maria.

The ODR places a unique emphasis on coordination and organization across governmental departments and agencies and private/non-profit partners to maximize efficiencies and integration. The purpose of ODR is to administer broad oversight of recovery efforts and ensure full compliance with regulations in managing and monitoring project funds, expenditures, and timelines.

To accomplish this, ODR:

  • Monitors and reports on the obligations and expenditures of federal funding sources to ensure compliance and transparency.
  • Works to build capacity for financial and performance management across recipient agencies.
  • Maintains master project schedules, tracks the progress of all projects and produces comprehensive disaster reporting.
