All Funds Summary

The Government of the Virgin Islands anticipates receiving about $10B through various federal programs over the next 5-8 years to aid in the recovery from Hurricanes Irma and Maria. The Territory anticipates receiving this funding from four main federal programs – FEMA’s Public Assistance (PA) and Hazard Mitigation Grant Program (HMGP), HUD’s Community Development Block Grant Program – Disaster Recovery Program (CDBG-DR) and the Federal Highway Emergency Relief Program (FHWA-ER). The Office of Disaster Recovery tracks over 1,500 projects across these federal sources. FEMA Public Assistance

FEMA’s Public Assistance program provides federal assistance to state, tribal, territorial, local governments, and certain types of private nonprofit (PNP) organizations so that communities can quickly respond to and recover from Major Disasters or Emergencies. Through the program, FEMA provides supplemental federal disaster grant assistance to States and local governments as well as certain PNP organizations for debris removal, life-saving emergency protective measures, and the repair, replacement, or restoration of disaster-damaged facilities. The PA program also encourages the protection of these damaged facilities from future events by providing additional assistance for cost-effective hazard mitigation measures during the recovery process. The federal share of assistance is not less than 75 percent of the eligible cost.

The FEMA Hazard Mitigation Grant Program (HMGP)

Provides grants to communities for implementing hazard mitigation measures following a Presidential Major Disaster Declaration. The key purpose of this grant program is to make sustainable, cost-effective action to reduce or eliminate long-term risk to people and property from future disasters. HMGP recipients have primary responsibility for prioritizing, selecting and administering state and local hazard mitigation projects. Although individuals may not receive grants directly from FEMA, they may be able to participate in projects that are funded by HMGP grants.

Community Development Block Grant (CDBG)

The Department of Housing and Urban Development (HUD) provides flexible grants to help cities, counties, and States recover from presidentially declared disasters, especially in low-income areas, subject to availability of supplemental appropriations. In response to presidentially declared disasters, Congress may appropriate additional funding for the Community Development Block Grant (CDBG) Program as Disaster Recovery grants to rebuild the affected areas and provide crucial seed money to start the recovery process. Since CDBG Disaster Recovery (CDBG-DR) assistance may fund a broad range of recovery activities, HUD can help communities and neighborhoods that otherwise might not recover due to limited resources.

Federal Highway Administration (FHWA)

The Department of Transportation, via the Federal Highway Administration, allows for the repair or reconstruction of Federal-aid highways and roads on Federal lands which have suffered serious damage as a result of natural disasters or catastrophic failures from an external cause.
