About this Position

POSITION SUMMARY:

As the Associate Director of Project Management, the successful candidate will play a pivotal role in overseeing the project management functions of the Super Project Management Office (Super PMO). The individual will provide strategic oversight and direction to the project management team. The incumbent will bring a wealth of experience in project monitoring and quality assurance with an emphasis on building stakeholder relationships among a diverse team.

ESSENTIAL FUNCTIONS:

• Develop and implement a strategic design plan that aligns with agency goals and objectives by collaborating with project managers, design firms, user agencies and other key stakeholders.
• Provide oversight and leadership in the development and implementation of design strategies for major infrastructure and capital projects consistent with industry standards and best practices for progressive project delivery.
• Identify and manage potential design risks and develop mitigation strategies to ensure successful and timely project delivery across all bundles through the pre-design and design phases.
• Conduct a high-level review of the design documents (drawings & specifications) to assess compliance with the Owner’s Standards, Design Requirements, and the approved programmed criteria.
a. Review submitted design documents to verify the quality of submissions comply with industry-  standard requirements, including life safety, building and regulatory codes.
b. Review architectural drawings to assess document coordination and finish schedules.
c. Assist in preparing/updating specifications and design requirements documents.
• Maintain a system of comprehensive design documents and provide regular updates to key stakeholders on design milestones.
• Ensure seamless integration of design elements and present design concepts and recommendations consistent with the overall project and program plan for each project bundle.
• Establish a quality control and quality assurance plan for design deliverables to ensure they meet industry standards and align with project and program requirements.
• Proven success delivering large-scale projects with multiple funding sources.

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of department policies, procedures, rules, and regulations governing the operation of the evaluation procedures and processes.
• Skills in communicating clearly and effectively, including writing clear and concise documents.
• Skills in organization, time management, reasoning, and critical thinking.
• Skills in computer operation and its software and applications such as Microsoft Office Suite, Access and Excel programs.
• Ability to develop, update and/or edit policy and procedures.
• Ability to interpret and explain policies and procedures relating to purchasing from the Government central stores and mail/ courier services.

• Ability to make independent decisions based on knowledge of policy and facts.
• Ability to make oral public presentations and facilitate meetings.
• Ability to comprehend, analyze, and research problems of a complex nature and make recommendations.
• Ability to work in a fast-paced environment and multitask while meeting specific deadlines.
• Ability to interpret, explain, and apply a variety of policies, laws, and regulations relating to the evaluation of bids.
• Ability to establish and maintain effective working relationships with co-workers and all other persons contacted in the course of work.
• Ability to analyze and evaluate the operations of the office and to recommend action for promoting greater efficiency and effectiveness.
• Excellent communication and interpersonal skills.
• Proficiency in design software and tools.
• Ability to balance creativity with strategic thinking and practical considerations.
• Knowledge of project management principles and methodologies.

POSITION REQUIREMENTS AND QUALIFICATIONS:

A. Education:
• Bachelor’s or Master’s degree in Design, Architecture, or a related field.
B. Experience:
• At least ten years of experience in project management, programming, design reviews, schedule
management on large-scale projects.
• At least ten years of demonstrated experience working on municipal, state level or federal capital projects.
• Proven experience in a leadership role within the design or project management field and a strong portfolio showcasing successful design projects.
• Experience in large-scale, complex projects and programs is preferred, especially projects involving
federal funding.

SALARY:

Salary commensurate with experience and qualifications.
