About this Position

POSITION SUMMARY:

The Deputy Chief Program Officer for CDBG-DR, under the direct supervision of the Chief Program Officer (CPO) and the ODR Director, supports the oversight of operations, administration, and implementation of the Community Development Block Grant – Disaster Recovery (CDBG-DR) programs. The incumbent assists in planning, developing, executing, and managing program policies and procedures to ensure efficient project implementation and compliance with federal and local requirements. The Deputy Chief Program Officer serves as a key operational partner to the Chief Program Officer, helping to monitor performance, resolve programmatic challenges, maintain continuity of program operations, and provide oversight of the St. Croix office staff.

ESSENTIAL FUNCTIONS:

  • Support the Chief Program Officer in providing leadership to the CDBG-DR staff and subject matter experts in support of Economic Resiliency, Infrastructure, Housing/Rental Rehabilitation & Reconstruction, Public & Affordable Housing, Public Services & Public Facilities, and Construction Management.
  • Assist in supervising the development, coordination, and operation of various CDBG-DR programs to ensure timely execution of program activities and timely expenditure of program funds.
  • Work collaboratively with the Chief Program Officer, Director, Deputy Director of Finance and Compliance and the Deputy Director of Project Management to implement CDBG-DR programs.
  • Serve as a secondary liaison between VIHFA and the Department of Housing and Urban Development (HUD), as assigned.
  • Support the development and implementation of process improvement plans to ensure all CDBG-DR programs are meeting program goals and performance benchmarks. Assist in managing and coordinating program support staff to ensure service levels support action plan goals and key performance indicators, and that staff receive appropriate training. Monitor program operations, construction activities, and application processing to identify bottlenecks and recommend solutions to improve production levels.
  • Assist with compiling information and developing reports required for HUD and other operational reporting requirements.
  • Support the development of action plans for special audits, special studies, and departmental initiatives.
  • Work closely with programs to ensure staff, sub-recipients, and vendors have the necessary tools and knowledge of all applicable federal and local requirements.
  • Perform other related duties and responsibilities as assigned.

  • Knowledge and understanding of laws, rules, internal controls, in government or federally funded program operations.
  • Ability to work with departmental heads, managers, and stakeholders to support team goals and delegated tasks
  • Ability to provide clear guidance and instructions to team members and stakeholders to support effective execution of duties.
  • Ability to assist in creating and implementing project and program execution plans.
  • Help develop team schedules and support onboarding and training of staff.
  • Communicate expectations and goals to team members.
  • Maintain consistent communication to provide updates on progress and assist with task adjustments.
  • Support performance feedback discussions and identify opportunities for skill development. Promote collaboration among team members.

  • Contribute to project and program reporting. Demonstrate strong organizational focus and attention to program objectives. Exhibit leadership, motivation, and sound judgment in supporting team performance. Assist in crisis and challenge management within program operations.
  • Possess a valid Virgin Islands driver’s license.

POSITION REQUIREMENTS AND QUALIFICATIONS:

A. Education:

  • Bachelor’s degree in Business Administration, Finance, English, Public Administration, or other related degree program.

B.  Experience:

  • A minimum of five (5) years of experience in a related role, including experience supporting program or project implementation with defined scopes and timelines. Working knowledge of residential construction and/or federally funded grant programs is preferred. Equivalent combinations of education and experience will be considered.

SALARY:

Salary commensurate with experience and qualifications.
