About this Position

POSITION SUMMARY:
The Finance & Compliance Manager is responsible for leading and overseeing financial and compliance activities for federally funded disaster recovery programs, including FEMA Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), Community Development Block Grant–Disaster Recovery (CDBG-DR), and Federal Highway Administration Emergency Relief (FHWA-ER), in conjunction with the Deputy Director and ODR Director.

This role supervises staff, reviews and approves financial and compliance activities, and advises leadership on program risks, internal controls, and regulatory requirements. The Manager recommends and implements policies, monitoring plans, and corrective actions to ensure funds are properly managed and programs remain in full compliance with federal and local regulations and contractual obligations.

Key Responsibilities:
Leadership & Oversight
• Supervise the Finance & Compliance team members, including analysts and specialists, by setting priorities, reviewing deliverables, and ensuring adherence to performance standards.
• Lead the development, implementation, and continuous improvement of compliance and financial management policies, procedures, and internal controls.
• Advise the Deputy Director and Director on compliance risks, audit findings, and financial management strategies, and recommend corrective actions.
• Ensure staff, subrecipients, and vendors receive adequate training and technical guidance on financial reporting and compliance requirements.
Financial Management
• Oversee the review and reconciliation of obligations, expenditures, reimbursements, and cost shares for all federally funded programs (PA, HMGP, CDBG-DR, FHWA-ER).
• Supervise the preparation and submission of reimbursement support packages, drawdowns, and other federal reporting requirements.
• Review budgets, financial forecasts, and revenue projections for grant-funded projects, ensuring alignment with program timelines and funding availability.
• Monitor unexpended obligations and advise leadership on reallocations, potential de-obligations, and cash flow risks.
• Ensure accuracy, eligibility, and compliance of vendor, contractor, and subrecipient payment requests prior to approval.
• Coordinate the development of monthly, quarterly, annual, and ad hoc financial reports, ensuring timeliness and accuracy for federal and territorial stakeholders.
Compliance & Monitoring
• Direct and oversee monitoring reviews of programmatic, operational, and financial activities to ensure compliance with federal and local requirements.
• Develop and implement monitoring schedules, risk assessments, and compliance plans for subrecipients, contractors, and vendors.
• Supervise the preparation of compliance trackers, audit logs, and monitor reports, reviewing findings and ensuring appropriate corrective actions are taken.
• Lead organizational readiness for internal and external audits, federal audits to include FEMA, HUD, and territorial reviews; coordinate responses and oversee corrective action plan implementation.
• Ensure ongoing compliance with cross-cutting federal requirements (Section 3, Davis-Bacon, etc.), including outreach, monitoring, and reporting.
Advisory & Implementation
• Provide technical assistance and policy interpretation to staff, subrecipients, vendors and contractors on compliance and financial management issues.
• Implement tools and systems to strengthen compliance and financial tracking, including monitoring databases, dashboards, and reporting templates.
• Advise program leadership on emerging compliance issues, changes in federal guidance, and their financial and operational impacts.

SECONDARY POSITION TASKS:
Performs other related duties and responsibilities as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:
• Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field required.
• 5–7 years of progressive experience in finance, compliance, auditing, or grants management.
• Prior supervisory experience required; government or federally funded program experience strongly preferred.

Skills:
• Strong knowledge of federal grant regulations.
• Advanced financial analysis and reporting skills.
• Strong written and verbal communication skills.
• Ability to identify risks and implement solutions.
• Proficiency in Microsoft Office and financial management systems.

Work Schedule:
1. Ability to work a 40-hour work week; Monday-Friday 8:00 a.m. – 5:00 p.m.
2. After-hours work may be required.
3. Primarily office-based with some travel for audits, monitoring, or training

Equipment Used:
Competency in and knowledge of standard office equipment is to include but not limited to, the computer, fax machine, copier, typewriter, printer, calculator and scanner.

The physical requirements of this position:
Sedentary work – Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human
body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing
are required only occasionally and all other sedentary criteria are met.

The visual acuity requirements including color, depth perception, and field vision:
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

The conditions the worker will be subject to in this position:
