POSITION SUMMARY:
Under the direct supervision of the Deputy Director- Finance and Compliance and ODR Director, the Financial Analyst provides fiscal management of the Public Assistance (PA) Program, FEMA Hazard Mitigation Grant Program (HMGP), Community Development Block Grant – Disaster Recovery Program (CDBG-DR) and other federally funded programs – relating to disaster recovery. The incumbent has direct responsibility for the financial review and administration of recovery-related grants and contributions, assists in the preparation of budgets and forecasts, reviews and processes pay requests, maintains the reporting database and prepares monthly, quarterly, annual, and ad hoc financial reports.
ESSENTIAL FUNCTIONS:
- Compile, analyze, and disseminate PA, HMGP, CDDBG-DR and other disaster recovery-related grant programs performance measures and supporting statistical data
- Review and process payments in accordance with contractual and program eligibility requirements
- Conduct weekly, monthly, quarterly, and annual review/analysis of grant obligations/expenditures
- Maintains and reconciles worksheets for the PA, HMGP, CDBG-DR and other federally funded-disaster recovery-related awards that include obligations, expenditures, and cost-share amounts
- Monitor unexpended obligations on PA, HMGP, CDBG-DR and other federally funded-disaster recovery-related projects
- Provide guidance to recipient and sub-recipient on all grant financial activity to include payment processing procedures for drawdown
- Act as grant liaison of federal funds to sub-recipient personnel. Provides sub-recipient with financial and program performance reports to ensure financial monitoring and compliance with grant terms
- Support all audits, including the preparation of drawdown documents and providing supporting documents
- Prepare internal program grant reports, financial supporting documentation and trackers as requested
- Coordinate with project teams to ensure grants are managed within budget
- Assist the ODR Director, Deputy Director- Compliance and Finance, and Deputy Director- Project Management in the development of policies and procedures to fulfill grant accounting and compliance requirements
- Performs other related duties and responsibilities as assigned
POSITION REQUIREMENTS AND QUALIFICATIONS:
A. Education level: Bachelor’s Degree in Business, Accounting, Finance, or other related degree programs.
B. Level of experience in the related field:
1. Experience in financial forecasting and diagnosis, governmental finance, and information analysis
2. Equivalent combination of education and experience
SALARY:
$55,000 -$65,000 per annum depending upon qualifications.
