U.S. Virgin Islands – The Office of Disaster Recovery (ODR) is inviting licensed general contractors to prequalify to participate in the Economic Revitalization and EnVIsion Tomorrow Homeowner and Rental Rehabilitation programs.
The ODR seeks to maintain a list of construction contractors to carry out reconstruction, rehabilitation, demolition, elevation, and/or disaster mitigation services for Community Development Block Grant-Disaster Recovery programs funded by the U.S. Department of Housing and Urban Development (HUD).
Respondents must fulfill the submittal requirements of the Request for Qualification (RFQ) to be considered, and all submissions will be reviewed and evaluated pursuant to the criteria outlined.
ODR encourages interested contractors to attend the virtual pre-proposal meeting, which will take place at 2:00 pm AST on Tuesday, February 17, 2026. The RFQ can be found on the ODR website at https://www.usviodr.com/procurements, and packages are due by Tuesday, March 10, 2026, at 12:00 pm AST.
Contractors that have previously pre-qualified are advised that pre-qualifications under RFQ 001-2025-STX/STT/STJ expire on February 14, 2026, and those under RFQ 002-2025 STX/STT/STJ expire on August 20, 2026.
