ODR, Super PMO and WAPA Join Forces:

Take First Step to New Power Generation in the V.I.

U.S. VIRGIN ISLANDS – The Office of Disaster Recovery’s (ODR) Super Project Management Office (SuperPMO), in conjunction with the Virgin Islands Water and Power Authority (WAPA or the Authority), has released a solicitation for progressive design-build services for power generation replacement on St. Croix and St. Thomas.

This solicitation seeks contractors to replace existing power generation infrastructure at the Richmond Power Plant in St. Croix and the Randolph Harley Power Plant in St. Thomas. The bid package outlines the Authority’s need for prudent, scalable, reliable, and efficient power generation solutions that align with the territory’s energy resilience, affordability, and sustainability objectives.

Contractors interested in bidding on RFP 005-2025-STX/STT must request access to the bid package by emailing [email protected]. The Authority, in conjunction with the SuperPMO, will host site visits in July, and proposals will be accepted by email at [email protected] until August 8, 2025, at 4:00 p.m. AST.

“The release of this solicitation is a critical step toward modernizing our generation infrastructure in both districts,” said Karl Knight, CEO of the Virgin Islands Water and Power Authority. “By replacing aging generators with more efficient, scalable, and resilient systems, we’re not only improving day-to-day reliability for our customers — we’re also positioning the territory to withstand potential future disasters better.”

The bid package, released on June 11, was designed to accommodate two standalone project sites with a preferred delivery timeframe that is concurrent with each other.

“This collaborative effort between the Water and Power Authority and the Office of Disaster Recovery is another sign of progress as we continue to commence critical construction projects, managed by the SuperPMO that aim to strengthen the territory’s infrastructure,” said Adrienne L. Williams Octalien, Director of the Office of Disaster Recovery.

To date, several contracts have been awarded to rebuild schools and healthcare facilities throughout the territory. The Virgin Islands Office of Disaster Recovery remains committed to supporting the residents of the Virgin Islands through recovery and reconstruction efforts, ensuring a resilient and sustainable future for the territory.
