
The Virgin Islands Office of Disaster Recovery (ODR), a subsidiary division of the Virgin Islands Public Finance Authority (PFA), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed firms (Proposers) to provide Construction Manager At-Risk (CMAR) Services for the Governor Roy L. Schneider Hospital on St. Thomas.
This RFP will be used to select a highly qualified construction firm to rebuild the damaged hospital and replace it with a new, state-of-the-art healthcare facility. Proposers must adequately demonstrate their experience in their proposal. All submissions will be reviewed and evaluated according to the qualification criteria outlined in the RFP.
Bid documents will be available on March 6, 2026, and must be requested by emailing PFA’s Procurement Division at [email protected].
A virtual pre-proposal conference will take place at 10:00 am AST on March 24, 2026.
Proposals will be accepted by email at [email protected] and are due on May 8, 2026, at 4:00 pm AST.
