CMAR Services for the Territorial Fire Station Bundle

 

The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed contractors (“Proposers”) to provide Construction Manager At Risk (“CMAR”) Services for the Territorial Fire Station Bundle.

The PFA issues this Request for Proposal (RFP) on behalf of the sponsor agency, the Virgin Islands Fire and Emergency Medical Services. This RFP will be utilized to select a highly qualified construction firm for Rebuild USVI’s Territorial Fire Station Bundle, which includes the Renceliar Gibbs (Cotton Valley) Fire Station on St. Croix, the Fortuna and George P. Scott Fire Stations on St. Thomas, and the Cruz Bay Fire Station on St. John.

Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFP.

Bid documents will be available starting Monday, June 23, 2025, and must be requested by emailing PFA’s Procurement Division at [email protected].

A virtual pre-proposal conference will take place at 10:00 am AST on July 8, 2025.

Proposals will be accepted by email at [email protected] until

August 22, 2025, at 4:00 pm AST.

The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals.
