The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed firms (“Proposers”) to provide Construction Manager At-Risk (“CMAR”) Services for the St. John Project Bundle in a manner that provides the best value to the Territory.
This RFP is issued by PFA on behalf of the sponsor agencies and will be used to select a highly qualified construction firm for Rebuild USVI’s St. John Bundle, which includes the Morris F. deCastro Clinic, Myrah Keating Smith Community Health Center and Julius E. Sprauve PreK – 12 School.
Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria set forth in the RFP.
Bid documents must be requested by emailing PFA’s Procurement Division at [email protected]. A mandatory virtual pre-proposal conference will take place at 2:00 pm AST on October 16, 2024.
Proposals will be accepted by email at [email protected] until November 15, 2024, at 4:00 pm AST.
The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals.
