Design-Build Services for
St. Croix Educational Bundle

The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands is soliciting proposals from qualified and licensed firms (“Proposers”) to provide Progressive Design-Build Services for the St. Croix Educational bundle in a manner that provides the best value to the Territory.

This RFP is issued by PFA on behalf of the sponsor agency and will be used to select a highly qualified construction firm for the St. Croix Educational Bundle, which includes the Alfredo Andrews Elementary School, Claude O. Markoe Elementary School, Pearl B. Larsen Elementary School, Alexander Henderson Elementary School and the St. Croix Curriculum Center.

Respondents must be able to adequately address their experience in proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria set forth in the RFP.

A virtual pre-proposal conference will take place at 10:00 am AST on April 8, 2025.

Proposals will be accepted by email at [email protected] until May 22, 2025, at 4:00 pm AST.

The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals.
