
The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands is soliciting proposals from qualified and licensed firms (“Proposers”) to provide Progressive Design-Build Services for the St. Croix Southwest and St. Thomas West Horizontal Bundles in a manner that provides the best value to the territory.
Proposers may submit a proposal for one or both bundles. PFA issues this RFP on behalf of the sponsor agencies and will be used to select a highly qualified construction firm(s) for the St. Croix Southwest and/or St. Thomas West Horizontal Bundle, which includes the installation of underground utilities, drainage improvements, and roadway reconstruction.
Proposers must thoroughly address their experience in their submissions. All submissions will be reviewed and evaluated based on the qualification criteria outlined in the RFP.
Bid documents will be available starting February 12, 2026, and must be requested by emailing PFA’s Procurement Division at [email protected].
A virtual pre-proposal conference will take place at 10:00 am AST on February 24, 2026.

April 30, 2026, at 4:00 pm AST.
