Environmental Consulting Services Lead-Based Paint and Asbestos Testing

The Virgin Islands Housing Finance Authority (VIHFA) is soliciting qualifications from experienced and certified environmental consultants to provide professional services related to Lead-Based Paint and Asbestos Testing in support of HUD-funded housing and community development projects. The Authority intends to award a multi-year contract for a base term of two (2) years, with the option to renew for one (1) additional year, subject to satisfactory performance and funding availability.

The selected firm(s) will provide professional services including, but not limited to:

• Lead-Based Paint Services: Inspections, risk assessments, sample collection, hazard identification, reporting, and clearance testing in compliance with HUD (24 CFR Part 35), EPA, and OSHA requirements.

• Asbestos Services: Surveys, inspections, bulk sampling, laboratory coordination, ACM identification, condition assessments, and survey reporting in compliance with AHERA, NESHAP, and OSHA standards.

• Remediation & Abatement Support: Technical guidance for hazard removal, abatement specification development, contractor oversight, and post-remediation clearance certification.

• Regulatory Compliance & Documentation: Compliance with HUD Environmental Review requirements (24 CFR Part 58), maintenance of sample chain of custody, preparation of technical reports and clearance documentation, and support for public or regulatory inquiries.
