Progressive Design-Build Services – St. Croix & St. Thomas Power Generation

The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed firms and OEM power generation manufacturers (“Proposers”) to provide Progressive Design-Build (“Design-Build”) Services for the St. Croix & St. Thomas Power Generation Prudent Replacement Project bundle in a manner that provides the best value to the territory.

PFA issues this RFP on behalf of the sponsor agencies and will use it to select a highly qualified construction firm to provide prudent, scalable, reliable and efficient power generation solutions – ranging in increments from 7 to 15 MW in capacity – that align with the territory’s energy resilience, affordability, and sustainability objectives.

Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFP.

Bid documents will be available starting Tuesday, June 10, 2025, and must be requested by emailing PFA’s Procurement Division at [email protected].

 A virtual pre-proposal conference will take place at 10:00 am AST on June 17, 2025.

 Proposals will be accepted by email at [email protected] until

August 8, 2025, at 4:00 pm AST.

The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals.
