Workforce Housing Solutions

The Virgin Islands Office of Disaster Recovery (ODR), a subsidiary division of the Virgin Islands Public Finance Authority (PFA), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed firms (Proposers) to secure dedicated, fully serviced housing for recovery contractors, ensuring that the Territory’s recovery is not constrained by lodging availability and that housing costs allocated to recovery projects are reliable and cost-reasonable.

Proposers must adequately demonstrate their experience in their proposal. All submissions will be reviewed and evaluated according to the qualification criteria outlined in the RFP.

Bid documents will be available on October 30, 2026 and must be requested by emailing PFA’s Procurement Division at  [email protected].

 A virtual pre-proposal conference will take place at 1:00 pm AST on November 10, 2026.

 Proposals will be accepted by email at [email protected] and are due on December 1, 2026 at 4:00 pm AST.
