Construction Work Resumes for Midland Underground Project 

U.S. VIRGIN ISLANDS – The Virgin Islands Water and Power Authority (“WAPA” or “Authority”) would like to advise the public that construction work will resume on Monday, March 6, 2023, for the Midland Underground Project. Work will be ongoing Monday through Friday from 8 am – 5 pm in manholes on Route 663 between Melvin Evans Highway and Queen Mary Highway.

The Midland Underground Project runs along Route 663, connecting Melvin Evans Highway to Queen Mary Highway, including the Gregory E. Willocks Substation, passing the St. Croix Central High School. This project will replace four overhead distribution lines with underground duct banks and is expected to be complete in the Summer of 2023. Underground infrastructure significantly decreases the impact of windstorm events on our electrical system and vastly reduces restoration time during such events.

No road closures will be associated with the construction; however, motorists are asked to exercise caution. The Authority thanks the public for its cooperation.
