ODR Releases Third Solicitation for EnVIsion Tomorrow Homeowner Rehabilitation Program

U.S. VIRGIN ISLANDS – The Office of Disaster Recovery (ODR) has released its third solicitation since March 2024, seeking highly skilled licensed contractors to provide construction services for forty-eight single-family owner-occupied residential structures on the islands of St. Croix, St. Thomas, and St. John. The procurement released on August 19 brings the total number of homes distributed for bids to 103, facilitating the completion of permanent repairs to residential structures damaged by Hurricanes Irma and Maria.

Interested contractors must attend the virtual pre-bid conference on Thursday, August 22, at 2:00 pm and participate in mandatory site visits scheduled for August 27-29. The solicitation and meeting information is available on ODR’s website at https://www.usviodr.com/procurement.

Additionally, the office issued a continued interest survey, requesting that EnVIsion Tomorrow applicants update their files to ensure the program has the most current contact and demographic information. The survey supplements ODR’s ongoing efforts to expedite the processing and prioritization of applications.

Director Adrienne L. Williams-Octalien urges all applicants who received the letter and survey to submit the form if they have not done so already. “We need to identify displaced or disabled individuals or those living in dire conditions to prioritize assistance,” said ODR Director Williams-Octalien. “We recognize our community’s unique and significant challenges and remain committed to completing repairs to all eligible homes.”
