The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed firms (“Proposers”) to provide Construction Management At-Risk (“CMAR”) Services for the Governor Juan F. Luis Hospital and Medical Center on St. Croix.
This RFP will be used to select a highly qualified construction firm to demolish and reconstruct the damaged hospital, replacing it with a new, state-of-the-art healthcare facility. Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria set forth in the RFP.

A mandatory virtual pre-proposal conference will take place at 10:00 am on September 24, 2024.
Proposals will be accepted by email at [email protected] until October 24, 2024, at 4:00 pm AST.
The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals.
