Housing Case Management System

The Virgin Islands Office of Disaster Recovery (ODR), a subsidiary division of the Virgin Islands Public Finance Authority, an independent instrumentality of the Government of the United States Virgin Islands, is seeking proposals from qualified entities to provide a comprehensive software solution that supports case management functionality for the administration of U.S. Department of Housing and Urban Development (“HUD”) and Community Development Block Grant-Disaster Recovery (“CDBG-DR”) Housing Programs.

The objective is to replace the current platform with a solution that enhances workflow management, productivity, and quality control, supporting case management functions for the Homeowner Rehabilitation & Reconstruction, Rental Rehabilitation & Reconstruction, and Own a Lot, Build a Home Programs.

Respondents must fulfill the submission requirements outlined in the RFP to be considered. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualification criteria outlined in the RFP.

beginning on December 22, 2025.

A virtual pre-proposal meeting will take place at 2:00 pm AST on December 29, 2025.

Proposals will be accepted by email at [email protected] until

January 30, 2026, no later than 4:00 pm AST.
