Community Development Block Grant Disaster Recovery (CDBG-DR) Program
The Virgin Islands Housing Finance Authority (“VIHFA”) is soliciting qualifications from highly skilled and licensed general contractors to perform rehabilitation, demolition, reconstruction, mitigation, elevation and new construction of residential structures damaged by Hurricanes Irma and Maria in connection with its administration of U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant – Disaster Recovery (“CDBGDR”) funds. Bid documents may be obtained at all VIHFA locations located at: (a) #3438 Kronprindsens Gade, GERS Complex 1st Floor, Suite 4, (b) #3202 Demarara Plaza, Suite 200, St. Thomas, VI; and (c) Lagoon Street, Frederiksted, St. Croix, VI beginning on Monday, July 8, 2019 from 8:00 am to 4:00 pm. Bid packages are also available for download on https://www.vihfa.gov/disaster-recovery/procurement. The third phase enrollment begins on July 8 – August 9, 2019. Bids are to be submitted on Friday, August 9, 2019 at 4:00 pm at any of aforementioned Virgin Islands Housing Finance Authority Offices.
The bid package defines the scope of services to be performed by, and the required qualification documents to be submitted from, each contractor.
The selection of the disaster recovery general contractor services will be based on whether they meet the listed qualifications within the procurement solicitation. Awards will be through a minibid process to the lowest responsive bidder(s) whose proposal is the most advantageous to VIHFA, considering such factors as the Bidder’s ability to perform the work involved in the bid.
