U.S. Virgin Islands – Supported by the Board of Directors, V.I. Housing Finance Authority (VIHFA) officials this week re-issued a request for proposals that would provide supplemental construction management support for homes under the Envision Homeowner Rental and Rehabilitation Program funded by the Community Development Block Grant for disaster recovery.
This staff augmentation RFP was previously issued twice, in October and December 2021, due to a need to clarify the scope of work in order to decrease the disparity between bidders.
As a result of the second RFP, the Board of Directors authorized the VIHFA to enter into negotiations and execute a contract. That contract had not been finalized as “we believe that concerns recently raised by another bidder about the procurement and evaluation processes should be considered,” said Dayna Clendinen, VIHFA’s Interim Executive Director.
“This contract is integral to getting critical work – in this case, the building of more than 200 homes for residents who have regrettably been waiting for repairs – complete and done in alignment with local and federal standards. If there are concerns, it’s important that we take them seriously, learn from them, and review our processes so that they don’t arise again,” Interim Executive Director Clendinen said.
The staff augmentation RFP is being reissued on a 15-day expedited period.
