The Virgin Islands Office of Disaster Recovery (“ODR”) is soliciting proposals from qualified and licensed firms or individuals (“Respondents”) to provide Scope of Work Services to support the drafting and design of disaster-related recovery projects. The ideal Respondent will have substantial experience and success in Scope of Work Development to provide services within the U.S. Virgin Islands and must be able to adequately address their experience in Architectural & Engineering Services in their proposal submittal. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria set forth in this RFP. Respondents must respond to all components of the scope.

The GHHFC seeks one or more proposals to provide the services set forth herein on an immediate/interim basis and on a permanent long term basis, as follows: A. Immediate/Interim Need: Over the short term, there is an immediate need for a rapid mobilization solution for the delivery of ESRD services in both districts. GHHFC seeks proposals which provide immediate mobilization for delivery of services for a one (1) year term.B. Permanent Long Term Need: Over the long term, GHHFC is desirous of establishing a stable, dependable, and reliable hemodialysis treatment system with the financial and operational capabilities to provide uninterrupted services at all times, including in the aftermath of windstorms and other disasters. GHHFC seeks proposals to deliver services for an initial term of five (5) years, with one or more renewal options. While GHHFC would prefer a one-provider solution for both of the above needs, respondents interested in fulfilling only one of the above-listed needs may submit a proposal limited to that need provided that it includes an appropriate transition plan. The Virgin Islands Housing Finance Authority Community Development Block Grant-Disaster Recovery (VIHF A CD BG-DR) is seeking highly skilled and licensed General Construction contractors to include but not limited to construction contractors, carpentry contractor, masonry contractor, painter, tile setter, electrician, plumbers and roofing contractor to assist with the reconstruction and rehabilitation of the residential structures.

The residential structures to be repaired were damaged by Hurricanes Irma and Maria and will be repaired with funds administered by U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant – Disaster Recovery (“CDBG-DR”).

Beginning on Thursday, October 22, 2020, bid packages are available for download on https://www.cdbgdr.vihfa.gov. Bids will be due on Friday, November 20, 2020 at 4:00 p.m. via email at procurement@vihfa.gov.

2040 Vision Economic Development Consultant

The Virgin Islands Economic Development Authority (“VIEDA”) is seeking proposals from highly qualified consulting firms to assist the U.S. Virgin Islands in its efforts to promote economic growth, job creation, and wealth generation. A consultant is needed to develop a transformative 20-year economic development plan and complete a target competitive industry analysis by January 15, 2021. This initiative is referred to as the “Vision 2040”.

Bidders will be expected to demonstrate a unique and proactive approach to engaging the Territory in the development of its 20-year economic vision.

The Request for Proposal (RFP) can be retrieved from the VIEDA website at

www.usvieda.org/about-usvieda/rfp.

All interested parties shall submit their bid proposal, via mail courier service, in accordance with the requirements set forth in the RFP by 5PM (Atlantic Standard Time) on Tuesday, July 14, 2020. The mail shall be clearly marked: VISION 2040 RFP – DO NOT OPEN.

Proposals received after that date and time will not be considered. Proposals must be signed by a duly authorized representative of the Bidder.

Floodplain Management Executive Order (EO) 11988

 

The Government of the Virgin Islands has received federal Community Development Block Grant – Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD) under Title 1 of the Housing and Community Development Act of 1974, (PL93-383), which it proposes to allocate to various projects throughout the Territory.

Given the limited emergency and temporary repair funds available to rentals thus far, providers of rental units on the islands are at varying stages in their rebuilding process depending on the extent of damage and resources available to date. The Territory seeks to leverage FEMA funding from both the Public Assistance Program and the Permanent Housing Construction Program to support landlords rehabilitating much needed affordable rental units. The Rental Rehabilitation and Reconstruction Program will be implemented to cover eligible costs for repair and replacement of damage to real property; replacement of disaster-impacted residential appliances; resilience and mitigation; and environmental health hazard mitigation costs related to the repair of disaster-impacted rental property. Rentals identified as substantially damaged will receive funding for reconstruction. Other solutions may be considered in program policies, once units are rehabilitated or rebuilt, to continue to preserve affordable housing in the Territory.

VIHFA, as the designated entity acting on behalf of the Territory, is conducting an evaluation, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR Part 55.20 Subpart C “Procedures for Making Determinations on Floodplain Management”, to determine the potential effect that activity in the 100-year floodplain (hereinafter referred to as the floodplain) will have on the human environment.

Floodplains are areas adjacent to rivers, ponds, and lakes that flood periodically. They are hydrologically important, environmentally sensitive, and ecologically productive areas that perform many natural functions. Floodplains benefit wildlife by creating a variety of habitats for fish and other animals. In addition, they are important because of their ability to protect water quality, recharge groundwater and to store and convey water.

While the process of confirming site-specific locations within each island is currently in progress, some of the potential applications may be located within the floodplain. All structures reconstructed within a floodplain will be constructed on the same footprint and elevated (if required). Other mitigation measures will be determined on a case-by-case basis if elevation is not an option.

There are three primary purposes for this notice: (1) to provide an opportunity for persons who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment to express their concerns and provide information about these areas; (2) to serve as a public educational tool whereby the dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas; and (3) to inform those who may be put at greater or continued risk if the Federal government determines that it will support projects located in a floodplain.

In this regard, the public is invited to submit its comments with respect to whether there are practical alternatives to these projects. The public may also submit suggestions for minimizing the potential impact. Written comments must be received by VIHFA on or before February 13, 2020. Comments may also be submitted via e-mail to environmental@vihfa.gov. No comments will be accepted after the stated date.

The completion of this Contract will lead to Phase 2 Proposal Requests to include: Construction management and construction of the flood mitigation systems and recreational trails on the parcels.

The Virgin Islands Housing Finance Authority (“VIHFA”) is soliciting qualifications from highly skilled and licensed general contractors to perform rehabilitation, demolition, reconstruction, mitigation, elevation and new construction of residential structures damaged by Hurricanes Irma and Maria in connection with its administration of U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant – Disaster Recovery (“CDBGDR”) funds.
